In other words, it's a reboot... not a straight up SimCity 5. VG247 posted an interview with Maxis Vice President Brett Barry which gives more info on the upcoming SimCity game. It still sounds like it will retain the simulation aspects(as well as adding new simulation layers). Video interview below...
