Bethesda announced that the creation kit for Skyrim(the modding tool) will arrive on Steam in January. Using the creation kit, you can create entire new regions, quests etc. Oh boy... I'm expecting someone to remake the Morrowind areas(maybe that's a bit too big to expect modders to be doing :( ). Bethesda will also be working on integrating mods with Steam Workshop, a sort of hub where you can download rate and comment on mods(they'll still be available on other mod sites). If you're afraid that the tool will be too daunting to get into, you'll get some assistance in the form of video tutorials. Bethesda has stated they'll be releasing a series of videos helping out people with the Creation Kit. I can't wait to see the crazy mods that will be available for Skyrim next year.
