Gas Powered Games, the developer behind Age of Empires Online, initially released new civilizations as paid content while 2 basic civilisations we always free for everyone. Eric Williamsontold, design lead said "We probably turned off a lot of players who would’ve kept playing had they been given the option to earn a Premium Civilization". Free to play now is still a misnomer, as Gas Powered Games now has made all content and civs available for everyone, except a lot of items are now available in the in game store.
